Step 1: To change google chrome flags, you need to go to chrome flags.

Step 2: Next, look for an option saying Minimum SSL/TLS version supported. Click on it.

Step 3: A menu list will be visible on your computer’s screen after you click SSL/TLS option. Tap on SSLV3 option.

Step 4: Further, tap on the Relaunch button which is located at the bottom of your screen.

Now, you must be able to access the website which was before restricted by chrome.

Method 2: Turn Off SSL Scan

Do you have installed any anti virus software or app in your Pc or mobile? If yes, then the problem might be occurring because of them. But worry not,you can disable them or turn them off right from the settings option. This will surely remove this error and will help you get through it.

Step 1: There will be an icon tray in your device, locate bit defender in it and open it.

Step 2: Select modules as a next step.

Step 3: Further, click on the option saying web protection which is located in the left bottom of your screen.

Step 4: Turn off or disable the scan SSL option.

Now, go back and check if you are able to access the website.

Method 3: Try Older Versions

Many websites have outdated certificates but the browser is usually up to date to the latest certificates and protocols. This could be the reason that your browser is not allowing any outdated SSL certificates.

You may try to use the older version of chrome and as i have already mentioned in the step 1 that option to change chrome flags is only available in older version and not in a updated version, you could try downloading older version of chrome for that solution also. 

But, keep in mind that you cannot use two different versions of google chrome simultaneously until you using its portable version and hence, you have to delete the previous version before downloading the new one. You can try some other techniques or softwares like sand boxing to use 2 google chrome versions simultaneously.
